I think the way the 2nd skills was told and explained throughout the naruto series made him pretty BEASTLY....speciallly cuz he can form water techniques from thin air and perform the water dragon bullet jutsu said to have been 40 sumthin odd hand signs with one hand sign and his sword of the thunder god also looked amazing as well butt....he died from a 20 shinobi squad which to me was kinda a buzz kill....i think kishi dumped on the 2nd because he's supposed to be at kage level and is team with hiruzen an uchiha and other shinobi who should be at a decent levels atm and yet the odd where against them vs 20 other shinobi??? yea the title of hokage didnt seem too strong in this scenario...

Yea but u have to admit tho by jutsu he should have well been the strongest shinobi of all time don't forget he was a senju so that's also makes him seem unbeatable but u have the best point of all I totally forgot about the sword

You have First Naruto (if you still doubt he is not going to surpass every single of em ninjas, youre watching the wrong show) then the Sage, then Hashi then everyone else in one bag and sakura alone in the last position.
