I honestly think this is a solid list. With
Minatos Flying Thunder God Technique I dont think
anyone could surpass him unless Naruto learns it.
With Narutos new Kurama mode hes surpassed the
Raikage. I feel like Sasuke is probably right with
Bee if not faster but I have no evidence to
support this yet. So good job on the list.

Tobis a bitch, hes gonna get owned but I guess if
you consider Minatos Thunder God Technique you
have to allow Tobis teleportation jutsu.

Ur list is okay. Currently, i guess naruto is as
fast as his father even without FTG. when naruto
teleported the tailed-beast bombs away, kakashi
said "sensei" meaning he initially
thought it was Minnato.
one person who u forgot is Zetsu moving from plant to plant so fast.
I don't know about killer bee. He was too fast for sasuke but sasuke is not particularly known for his speed.
Tobi i don't know. with his teleportation, he becomes fast but unlike minnato who without FTG was still considered very fast, i don't think tobi without his kamui is fast.

No kakashi said "sensei?" to Guy. the
quotations of that statement point to him. read it
again chapter 571 page 3 u will see. Naruto is not
actually seen. he is just a yellow(white in manga)
flash.

are u stupid sasuke has been known for his speed
since the chunin exams!!! diedra and tobi the
first thing they said was hiyai means fast. and he
was keeping up with the raikage with no power
up.
and u cant count the 4th like stated early its a summing tech not speed same with tobi its teleportion not speed
