Jiraiya-sama largely to blame for the current woes of the shinobi world?
At least if for nothing else, Tobi would have been deprived the use of the powerful rinnegan of nagato. Without gedo mazo it would have been pretty difficult for tobi to store the tailed-beast.
Well call it fate or whatever but Jiraiya could have done better.

Madara is bad. It is his nature u can't fault
him for that. So is Tobi.
But Jiraiya knew about the prophecy. So think about this
someone makes a prophecy to u that u will find the child who would grow up to be the world's messiah who will solve the problems of climate change, provide abundant clean energy, eradicate world hunger and everything. U go out and meet a kid who u suspect is that child of prophecy, will u take that kid to ur hometown where u know he will be protected and cared for or will u leave the child in a war torn environment to fend for himself.
At least Jiraiya could have taken Nagato to mount Myobokou where the toads would have taught him well and protected him.
Jiraiya-sama did not do enough. He was probably itching to get to a brothel. The ame orphans were preventing him from his pervy lifestyle.

No.Jiraiya already gave what they need.Nagato,Yahiko and Konan choose their own way.It's not Jiraiya fault the 3 of them choose a bad way.
