tobi dosent have or isnt zetsu. for one zetsu dosent do that when attacked. and zetsu can sense the hole world tobi cant. now he might be a clone of someone else or maybe that arm is gone and he replaces it with something because it seems its always the left arm thats gets taken from tobi.

He might have also used Hashirama's cell to enhance himself which is why he was able to remove it with ease(& ooze) and capable of regenerate/replace his lost arm after a few hours/days. But like you, i also don't buy the idea that Tobi is a Zetsu.

Did you notice what was sticking out of the tree where they put yamato, tobi would gladly lose a hand he can replace the anytime, and they share the same sensory ability tobi pops up where ever he wants.

Tobi needs the help of Black Zetsu(kinda like a "global sensor" and is also more capable of fighting compare to White Zetsu) to know the location of his target that is already shown in the ongoing shinobi war.
