Tobi Is Most Probably Actually Madara.
Tobi is simply a good clone of Madara created with white Zetsu. Just like a clone of kisame was made with zetsu. That is why itachi and nagato both referred to him as Madara. Itachi even says Madara is alive but a shell of his former self and we all know he was referring to Tobi in that instance.
Also Tobi was able to summon kyuubi even though we never saw him make a contract with kurama. I think he was able to do that becos he is a clone of Madara who i guess made a contract with kyuubi in the first place.
