That's the same as -would Naruto be as strong
as he is without the fox or in case of kekei
genkai ex. Shikamru, Neji. Sharingan is part of
who Sasuke is and if he didn't have sharingan
he'll probably improve some other technique
that would help him to be as strong as he is. He
has only done and would do the best with what he
has. That is my opinion.

level he would be on wouldnt be strong as he is

Technically he wasn't born with it. But i get
what Ur saying If he didn't have sharigan he
wouldnt be nearly as strong as he is now.

He might of still been good with his lightening
style jutsus and maybe he would of perfected his
fire nature.

yea he wld still be a good ninja but without his
sharingan he wldnt have exelled as fast as he has
due to his sharingan it wld most likley take him a
few more years jus to master anything bcus he
doesnt have alot of chakra and cant learn as fast
as naruto can due to his large amount of chakra
and being able to cut the time into how ever many
clones he has.

sasuke has alot of chakara.
but he just couldnt learn as fast thats it. and his fighting style would have to change. he would be a elite but not a kage level

Sasuke might be good by using his lighting style,
but sometimes he over do it !! I do believe he is
smart if you remember when he fought with
Orichimaro in the chunin exam... he got him with
his fire style...
Anyways I believe he would still be strong but not that strong... I might compare him to shino
plus it might depends on how much chakara he might have as well... Just like Kakashi... one of the strongest and smartest but I don't think he has that much of chakra in him but as long as he is smart I believe it is enough
