Ok so after playing Naruto Ultimate Ninja Storm Generations and seeing Naruto's move where he launches clones at his opponent, i think combining jutsus would be a great help to his tactics or any other shinobi for that matter.
Much like chakra nature bonding where two natures form a stronger nature usually forming a Kekkei genkai.
but anyhow For eg. Naruto could attach paperbombs to his clone so when they are launched at the enemy the explode on impact or when they get hit and disappear.
This is just one of my ideas if any of you have any feel free to post them it doesn't necessarily have to be Naruto

Naruto; Shadow clone + substitution.
would make a nice combo, every time the opponent strikes the real Naruto he can substitute with a clone.
Kakashi; Hidden Mist + Water Dragon + Chidori + Kumi
While the opponent is blinded the dragon wets the field and Chidori stuns the victim until getting hit by it. and Kumi just to clean up
Con: Kakashi might also get shocked or run out of stamina
Sasuke: Triple Windmill + Chidori + Grand Fire Ball
Chidori infused strings stop the victim from evading the fire ball
Tenten; Sealing Technique + Summoning
In her case it would be best to learn some sealing Jutsu so that any attack hurled at her gets sealed and she can re-summon it.
Summoning: Impure World Resurrection is the best summoning ever so maybe she should perfect/learn it
Konohamaru; I see the Sarutobi clan can combine The Shadow-Clone Technique with objects like a Shuriken so any thing is possible here
