I personally believe that Naruto has always been better than Sasuke. Naruto may not have as many abilities as Sasuke, but Naruto is physically strong. He's able to stand on par with Sasuke regardless of the power difference. Naruto has a reason to keep fighting and to never give up. He has a reason to get stronger and stronger, even in the middle of battle, while Sasuke is driven by one goal. Revenge. He sees power as the only means of strength, so he obtains the Chidori, the Cursed Seal, and numerous ridiculously powerful and flashy techniques.
Since Naruto doesn't have all of these techniques, he had to protect what was dear to him with his own two hands. He relied on the Shadow Clones, which mimicked his own strength.
