Why Wage War If...?
I had thought Tobi waged war so to capture Bee and Naruto to extract the 8 and 9 tails. If the chakra from the Gold and Silver brothers will suffice for Tobi's purposes, why did he wage war with the Allied shinobi in the first place? Why? Tobi could have easily had Kabuto revive Ginkaku and Kinkaku to use them for his purposes without going through this hustle, especially since the war so far hasn't gone well for Tobi.
for me this could only mean 3 things:
1. Tobi is lying or not saying the whole truth
2. Tobi is very dumb and a poor strategist.
3. A plot-hole. Kishi seems to be rushing things.

What Tobi wanted was to resurrect the Juubi at its
fullest strength, which would require him to
capture the full Hachibi and the full Kyuubi. What
he has now is a portion of the Hachibi's
power and a portion of the Kyuubi's power, so
he created an incomplete Juubi.
He couldn't have easily had Kabuto resurrect Ginkaku and Kinkaku because Kabuto wouldn't have been stupid enough to let Tobi even have a chance of not being able to be manipulated, so he wouldn't have given Tobi the main goal he even started the war over. Tobi even knew this, no doubt, so he wasn't going to even attempt it.
Right now, things aren't going according to Tobi's plan. If he didn't just do this as soon as he got the Kyuubi's chakra from Ginkaku or Kinkaku, whichever one it was, then it must mean that there is some drawback to doing it this way. Otherwise, Naruto and the others wouldn't have a chance of winning. They would be fighting against a combination of the nine Bijuu and Tobi. Why would Tobi use a method that could potentially have a fatal drawback right off the bat?

The big problem for Tobi is when Kabuto step in to
join forces...At the moment Kabuto revealed ET
Madara that he has,Tobi realize that he need to do
something...When the ET was released,Tobi also
released the juubi...Why?...Kind of rush
isn't it?...Then again,I think,it might have
something to do with Madara...Maybe,Tobi
don't want Madara to ruin his plan...With the
ET have been released,Tobi might be thinking that
Madara should be released too...Then,Tobi release
the juubi before something unexpected happens
again...

I don't think Madara would be able to work
along side Tobi. Considering the situation Tobi is
in, he's fighting Naruto, Bee, Guy, and
Kakashi, and with Madara running loose, it's
making him nervous. You think he's able to
capture the 8 and 9 tail easily? So I think he
made a desperate attempt to go ahead and just
resurrect the the 10 tail. He clearly knows the
war isn't going well on his part.
