I am talking about the basic rasengan not the futon one. It is a pity that a jutsu like this is only good to tear clothes. It is said that it gave minato considerable advantage in battle as it did not require hand seals. I am wondering how many enemies he embarassed by forcing them to runaway naked.

lmfao ummm no comment on the embarrassment but
seems to me the normal rasengan is power full
enough to destroy the insides of someone take for
example when sasuke and naruto were going to clash
for the first time but kakashi separated them it
made chindori look like a little girl screaming
where as rasengan tore the shiitt up lmao just
saying thou

Haha yeah there is that. Also when he fought
Kabuto to protect Tsunade, Kabuto tried to heal
himself and healed the 'outside' of his
body, then tried to move and coughed up blood
because it did internal injuries.

Tobi's arm looks pretty bad to me. It wasnt a
direct hit so what else can you ask for.

And also, if I remember right, the 4th created the
Rasengan with the intention of doing more with it
(adding an element to it and such). Thus, it was
classified as an A/S-rank Jutsu (don't
remember the exact rank), but it was incomplete!
And yet, it was the 4th's (and Naruto and
Jiraiya's) main arsenal for defeating
enemies. It does a lot more than 'tear
clothes'...

if you are saying this because of the ongoing
fight between naruto and Tobi then you must
understand that the rasengan didn't directly
hit tobi. It kind of exploded near his shoulder,
that is why it only tore his clothes.
when Minnato hit Tobi with a direct hit, it maimed Tobi to the point that he had to ran away. Even the basic rasengan is a powerful offensive jutsu and will kill if it hits a vital organ.
You must always notice the subtle details in naruto.
