When I read chapter 599 yesterday, my first thought was that Tobi is Obito a 100%. However, I ve read some opinions that now make me think that he's Izuna. The strongest proof for me was the hypothetical Kishi interview. Another factor is the age issue about the ninetails attack back then If obito was tobi back then prolly wouldnt be all grown up knowing so powerfull jutsus(unless someone guided or trained him). A third factor is a thought of mine which is maybe silly xD, is that Tobi's Hairstyle back in the ninetails attack, reminds me more of a Madara type of hairstyle rathen than the typical obito spikey hairstyle, so that makes me believe that the real tobi may be actually Izuna. If he is Izuna he prolly found obito's eye( which i believe that is unlikely cause it was hypothetically crushed) or a sharingan from someone who is related with obito, maybe a relative. Kishi mentioned that we still have much more to learn about Uchicha characters.

It may still be Obito, cause his right side is damaged and that means that he was damaged but he survived somehow. If he is actually obito. Is he a second
Tobi? and If not Who is controling him?
