Unless Kishi is red herring with the current chapter, then it is more likely that 'current' Tobi is Obito. But I don't want to talk about the issues with this but rather I am focusing on other aspects it brings to fore.
1. This means that Tobi was lying when he said he was the one who gave nagato the rinnegan. Obito supposedly died at the later stages of the 3rd shinobi war and became Tobi. Nagato on the other hand awakened his rinnegan in the 2nd shinobi world war.
2. Akatsuki was already active in the 3rd world war so again Tobi couldn't have been the one who pushed Yahiko to form akatsuki.
So what other things has Tobi been lying about.

But do you think Obito met Madara personally? Then
it would mean that Madara died less than 16 yrs
ago. Considering that ET madara has a rinnegan, it
then means that Madara died with his rinnegan
intact (ET are resurrected with the abilities they
had at the time of their death).
Nagato therefore had his own rinnegan whilst madara was alive. This means that nagato's rinnegan is different from that of Madara's. So Tobi can not still claim it.

If you read the madara says he is aware of tobi also the moon eye plan is originally madrara's not tobis so he must have taught to him so tobi was most likely his pupil.
He did not directly say he put his eyes into nagato he could have caused them to activate
