Strongest Characters
Here's my strongest characters list. It does not include the Sage of Six Paths because he has never been on any fight up until now. This is all based in my thoughts so please respect that. You can post your own list but i would like you to put some arguments. And don't hate please.
#1- Hiruzen Sarutobi
Said to be the strongest hokage that konoha has ever produced and the strongest kage of his time during his prime, and was able to fight two hokages at the same time plus Orochimaru and still defeat two of his opponents, even at his old age.
#2- Hashirama Senju
Able to defeat Madara Uchiha, so he's a top tier shinobi. He could also control tailed beasts as if they were pets.
#3- Third Raikage
Greatest raikage ever seen, and fought toe-to-toe with Hachibi. Managed to hold and entire army consisting of 10.000 ninjas for 3 days and 3 nights before collapsing.
#4- Madara Uchiha
Strongest Uchiha ever produced, and was almost an equal to Hashirama. Could control Kurama.
#5- Nagato
Able to destroy a village with just one jutsu. Would be able to defeat Killer B and Naruto if Itachi didn't intervene. If the secret of his jutsu was not discovered he would be able to defeat Naruto during the invasion of Konoha.
#6- Minato Namikaze
Was able to become hokage despite his young age and was able to defeat Tobi. If he didn't sacrifice himself for his son, he would have managed to mix his element with the rasengan by now.
In between #6 and #7 is Tobi. Tobi is pretty strong, but when his opponents discover the secret to his jutsu is discovered, he rates bellow #9.
#7- Killer Bee/Naruto/4th Raikage/Onoki
I can't really give and explanation on this since it's about 3 very different characters, but the way i see it, these 3 are about equal on power, but Naruto has the greatest potential for improvement since only now he managed to control his tailed beast.
#8- Jiraya/Itachi Uchiha/Mei Terumi/Hanzo/Kisame
Jiraya was one of the few that could enter sage mode and Itachi was basicaly the perfect shinobi. Even tough Itachi claims that Jiraya is more powerful than him, i think they are on equal footing.
#9- Kabuto/Orochimaru/Kakashi/Might Guy
These guys are just plain badass, no more arguments needed.
#10- Sasuke Uchiha
Sasuke is strong, but he can't win against any of the characters above because of his cockiness. The only fair fight I've seen in Part II so far was his fight against Deidara. After he got Mangekyou he would have died atleast 5 times were it not for the help of Juugo, Karin, Zetsu and Tobi. When Danzo used Reverse Four Symbols Sealing Technique he would have died if Tobi didn't warn him to get out.

Kabuto was also not trying to kill them but to capture them. ET Itachi couldn't be killed and Kabuto also wanted to use sasuke.
@wombat; we have gone over this before. Hiruzen is nowhere near his masters. Hiruzen couldn't even defend Konoha from the kyuubi. And don't argue that it was because he was old because then he only a little above 50yrs. Onooki is over 70yrs now but see how he performed against ET HashiMadara.
@qraq. Sarutobi didn't know every jutsu. Did he know rasengan, chidori? There a thousands more I can ask.

I think Sauske is weakest of elite ninjas (I
wouldn't even consider sauske
'elite' if it was not for sharingan)
....every time he was in combat he got his ASS
kicked and wouldn't have survived it if
someone else didnt butt in...the only fair fight
he earned was with deidara (which deidara lost due
to his clouded persona of sauske and
itachi)....plus the guy is a nut job....1st his
brother made a jack out of him and now its obito
playing his mind....the guy is a complete
retard!!!

also a post above reminded me that if a soul that
is sealed couldnt be summoned through ET...then
how come ori was supposedly summoning 4th and 3rd
stopped it..was it someone else n not 4th....or
kishi screwed it up on that one........

broi , n itachi cmonn hess a beasttt but i agree
with u in thatone cuz i think jiraya was pretty
f-ing strong too, but my list goes like this

saurtobi was a genius and either way u look at it
he beat the 1st and the 2nd. how was oros not
perfect if u ask me kabutos wasnt thats why he was
trying to take oro chakara. and if u say that then
u cant use anybody from et nobody.

hashirama didnt even use his flower technique and
its been said that his et sucked now wombat knows
it who would win? sarutobi vs et madara? or
sarutobi vs madara ?

I can tell you know your stuff and I agree with
your list except for a few things.
#1 Madara was a master of sharingan to a level never seen. Plus while living he probably had use of the true sasuno.. I think he might have been better than, or on par with the third raikage(not to mention he controlled the nine tails.) the raikage couldnt control that.
#2 Naruto.. alot of people overpower him. if you really look at his character he is nothing but the ninetails in human-ramen eating form. He doesn't really have a lot of power that didnt come from that seal from that faithful night. I liked naruto better when he resented the ninetails and decided not to use the power. this was true strength. Also when he became a sage, he got my full credit, that was something that he got without the freakin ninetails being involved insome way.
#3 Sasuke uchiha... should be either on par or stronger than naruto. naruto only real major opponent was pain. whom would have defeated him if the nine tails didnt intervene and if jairya didnt learn pains seceret.
Sasuke has however fought many strong shinobi and took those ass whoopings but idk if naruto would have done any better against any of sasukes opponents.

mind:
1. True power comes from harmonizing all the abilities available to you to the benefit of others and yourself. Kurama is part of Naruto. It is to naruto's credit that he has been able to harmonise Kurama with himself to produce this beautiful power. Naruto is the 1st person to achieve such a harmony with Kurama. through the sheer force of will he has turned a curse placed on him as a child into a blessing. accept it.
2. Pain was the strongest shinobi alive. Naruto defeating Pain is the greatest singular accomplishment since Hashirama defeated Madara. Here is a list naruot's impressive wins:
i) even as an academy student, he defeated Mizuki(a chunin)
ii) He is the 1st person in his generation to learn summoning tech.
iii)He defeated Neji( genius of his generation)
iv) He defeated ET 3rd raikage.
v) he defeated kakuzu.
vi) He has worked harder and longer than anyone during this war.
vii) He is currently the fastest shinobi.
These are just but a few. I can go on and on
Sasuke even with oro's cursed seal had to sacrifice Manda to escape Deidera's blast. Sasuke since leaving Konoha has defeated marginally, only one notable shinobi, Danzo(an almost 80 yr old man who could only walk because he was using hashirama's cells).
