Actually Sasuke used tsukuyomi on Bee, but it was broken, and he hasn't used it since.

Sasuke NEVER used/gained/learned Tsukuyomi.What he used on Bee is a basic Genjutsu available for a fully awakened Sharingan similar to what Kakashi uses. He is only capable of using Amaterasu coz Itachi transplanted it unto him. Therefore, Amaterasu and Tsukuyomi are Itachi's.

actually anyone who has a mangekyou sharingan is able to use amaterasu and tsukuyomi and if you possess those 2 powers you are able to use susanoo ( like sasuke said during the fight with gaara )
so my point is why cant kakashi use one of those powers since he has a mangekyou sharingan and during the fight with deidara he used his sharingan`s abilities ???

If you check it out, he clearly uses the mangekyo to cast the genjutsu, then is grasping his eye afterwards, tsukuyomi is the only genjutsu I've ever seen cast with the mangekyo (other than shisui's which is even more powerful).

It also has the reverse black to white look that is the trademark of tsukyomi as well.

Itachi's mastery of the tsukuyomi was unparalleled but it wasn't his art alone. When Sasuke was fighting Danzo; Danzo said 'it's a far cry from Itachi's masterful tsukuyomi' referring to a simple genjutsu. This was not meant to imply that only Itachi could use tsukuyomi, but that he had great control of it, though I could see how the wrong conclusion could be drawn from that.

In other words Sasuke had amaterasu abilities that had nothing to do with itachi. What Itachi did to Sasuke was not give him powers that were his own to begin with, he gave him power by unlocking Sasuke's mangekyo. He did cast a trap with amaterasu, but if that was the source of Sasuke being able to use it, it would have vanished when the trap was sprung.

Basically Itachi's "rare" powers were the mangekyo and Susano'o, not amaterasu and tsukuyomi. It was his ability to use powers that set him apart, not the powers he had.

@deadguardian Kakashi isn't an uchiha, so has 2 genetic detriments to using/mastering the sharingan. One being that his chakra is more or less incompatible with the sharingan, causing him to need to use excessive amounts of it. The other is that he doesn't learn how to use sharingan techniques naturally whereas it is that way for the Uchiha (at least in everything that I've seen)

i totally agree with u ... the sharingan is a bloodlimit ability right ?? so even if kakashi is able to use the sharingan at some point he shouldnt have the right " blood " to use his abilities like the dimensional transfer he used on deidara but yet he did .. so im just asking why he cant use amaterasu or tsukuyomi since he was able to use the sharingan`s abilities ??

Though I dislike using wikis for sources, I'm not the only one who thinks that was tsukuyomi either.

I really think that mangekyou has still different skills. As we have seen, Shisui has koto amatsukami and Itachi has amaterasu, tsukuyomi and susanoo. Every mangekyou has unique abilities else madara wouldn't be interested in shisui's mangekyou skill and instead use his own koto amatsukami.

As for the tsukiyomi, this one is explained during kakashi/chiyo baa's fight with the clone itachi during gaara's abduction. It is said that it cannot be countered like that of ordinary genjutsu. Kakashi's 1st fight with Itachi showed that it is also a short-lived genjutsu lasting only for like 1 or 2 seconds. It is just that itachi was able to manipulate time during its short-lived duration as mentioned by Kakashi and Danzo. It is a sure shot genjutsu (of course with direct eye contact) but automatically releases after few seconds that's why user has to torture his victim so hard so recovery will take some time like that of Kakashi. We'll it is not mentioned clearly in any chapter/episode that tsukuyomi releases after few seconds but that's what we've seen so far in all episodes it was used.

Here are some of my observations regarding tsukuyomi:
Deidara vs Sasuke - Deidara countered normal genjutsu.
Itachi vs Kurenai - Itachi able to counter normal genjutsu with Sharingan
Kakashi vs Itachi - Kakashi unable to counter tsukuyomi. Even sharingan cannot avoid tsukuyomi with direct eye contact.
Sasuke vs Itachi - Sharingan able to counter tsukuyomi? Common. Itachi simply did not use the severe mental torture like he did to Kakashi. He simply chose to play taijutsu inside Sasuke's mind while he can have him trapped already from the very start. It's Itachi's world in tsukuyomi so nothing should be impossible.
Sasuke vs Bee - Bee was affected but wasn't tortured well so some chakra injection from eight tails is enough for recovery. Tsukuyomi seemed like a normal genjutsu on this fight.
Sasuke vs Shee - Shee is on guard but thought he was distracted that led him to be caught in genjutsu. No way he'll get caught by that easily. It was tsukuyomi that got him so it is inevitable. However, he was still able to get up after some chakra injection since he wasn't heavily tortured at all like that of Kakashi. Tsukuyomi, again, seemed like a normal genjutsu on this episode/chapter. It's because Sasuke has not yet mastered it like Itachi.

To be honest I think jinchurikis may be better at countering tsukuyomi than anyone who else who isn't blind. Like I bet even Itachi's tsukuyomi wouldn't have held bee, since both he and the eight tails should both be moving at the same temporal speed, so the ability to manipulate time in the genjutsu shouldn't matter..

Kakashi couldn't be helped since it lasted a matter of seconds and no one had time to get to him.

@wufei_57 I don't believe Sasuke used tsukuyomi against Shee, if you look Shee only sees the image of the standard sharingan. I'm pretty sure that Sasuke only used it the one time vs. killer B (so far)

but the fact remains that we havent seen sasuke`s ability yet :/
