Well it's obvious that it is because the 4th sealed a portion of himself inside naruto and the other inside the belly of the shinigami. The 1st and 2nd Hokage were sealed by 3rd wherein he also sealed himself together with Orochimaru's arms.
Tobi, in my opinion, "might" not be Madara since recalling back when he was confronted by Kabuto, the latter said, "So you go by Madara these days huh."
How about Zetsu? Has anyone ever seen his human form? What if tobi is the true Zetsu. Remember when he fought Fuu and Torune? He amputated his arm. But then it grew back after some chapters.
There was also a scene where he has a storage full of jars with different sharingans. So one clue is that he maybe has no eye. So two people comes into the list: Izuna and Shisui.

people people...ive said it once and ill say it
again...the only two people that could have known
the story that tobi told naruto and kekashi is the
older and younger brother of the sage of the six
paths. because we know they exist in the world of
the anime we cannot consider them new characters.
they are mysteries...i admit predicting black
zetsu is the younger brother is a stretch but tobi
has to be one of those two...im putting my money
on the older one in the younger brother's
body because him and tobi share the same ideals of
the world

I think it´s a jinchuriki of the ten tails, or
some kind of possession, he says to naruto that he
want to be complete and the corpse is the sage of
six paths the only one who cant control the 10
tails or split it again
