Roger was not a devil fruit user. Just as Shanks,
no need for a devil fruit. His use of haki was
more than enough.

it never says he wasnt a devil fruit user as far
as i know gold roger that is. but if u use haki
and devil fruit powers thats twice as bad ass.
like boa hancock or that lighting guy.
