The Fourth perfected this jutsu after 3 years...
To appreciate the difficulty of this jutsu, he was six grades above the second... A-Rank Ultra High Grade Level
In order to comprehend the jutsu, you need to be at 3rd Grade Level Jutsu
What was Jiraiya trying to said about Rasengan level??

He probably was saying that you need to be really, really good to do it :-p, or in the case of Naruto, just hard working

Maybe there's a ranking of jutsus in the Naruto world. i dont know this exactly, but speculating on that, maybe there are like 9 grades for jutsus... say SS, S, A, B, C, D, E, F, G. Something like, maybe SS-level are the jutsus used solely by the hokages in that they have amazing destructive power while G-level are probably like the basic jutsus that every ninja must master (like henge/transformation, bunshin/clone, etc). So maybe what Jiraiya was saying is that the Rasengan is A-Rank level - so based on the grading system i stated above, that would be a pretty high level. To understand the Rasengan you need to be at 3rd grade level jutsu - maybe he meant that you need to be using and understanding E-level jutsus and higher. E-level jutsus cuold be the kinds of jutsus Chuunins use.. or something like that. *shrug*

Actually that is exactly right there is a ranking in the Naruto world regarding jutsu's.

Yeah thats exactly what i was thinking... i just couldnt put it into words, so thats what i think lol.
