What would be a good naruto plot to bring back all dead characters?

Bringing back all dead characters would kind of suck. So, no.

oro getting under control then waging war on konoha and other people (aka) of course he would need lots of sacrifices...within this war he has alot of cs people with him.

What if orochimaru Performed some seal and with a big flash all dead characters were resurected?

Orochimaru already tried to bring him back, the fight would have gone much more Orochimaru's way if he'd done it, since Yondaime probably>Sandaime.

Naruto would need to know how to perform the kinjutsu that Orochimaru used against the Sandaime in order to revive the dead.
