Maybe, but I don't think so as he could've been working on it this since those fillers we had in the past. But who knows for sure.

Seems like Kubo did write this even if someone else is mimicking his art style, and it seems like he plans better than Kishi since both were rumored to taking breaks around this time but Kishi is out of ideas (unless that was an april fools interview) and Kubo had already planned for flashbacks on the oh-so-awesome Vizard and Gotei 13, not to mention the anime-exclusive filler he helped write introducing the new captain of division 3 replacing gin: Shusuke Amagai.

info flocking the net says that its chapters -108, -107..... there negatives going to positive... much like with Hitsugaya's flashback chapter -14... its supposed to be understood as 100 years back from the start of the series...
