I'm sure more people will explain it to you. I don't use irc all that much, so I just thought I'd link you to the site.
mIRC is the standard IRC client. Once you get it, you have an option to connect to a network out of 100 or so public servers. Rizon is one of them (and where all the anime addicts hang out :P) I don't know what channel you want to join but if you want to join one, carry out this command:
/join #channel
The Dattebayo channel is $db You can get an episode release quicker, directly from the fansubbers instead of BitTorrent.

IF you're on the rizon server, I can list a few good sub channels, I don't know them all, but the ones I frequent are:
#Anime-keep
#animeone
#lunaranime
#static-subs
#shinsen-subs
#sonchou-fansubs
I'm pretty sure you can figure out how to join those. Some of the sites have XDCC bots which you can use to download anime from, very handy \o/ Although I'm not too sure how well they're going to work for myself due to the restrictions of the internet here :(
The best way to use the XDCC bots is to find the site in the topic of the channel you'll join (it's displayed as soon as you join) and look for the XDCC bot listing. then find out what the command to get the files is (usually /msg *botname* xdcc send # ) and replace the botname and packnumber (the #) with the ones you want. most bots will have a recieve speed restricter, saying if your speed is < 20kbs they will stop the send. But some have low bandwidth access bots... not sure which.
Enjoy ^_^
I've got a bit more channels you could join, here are some tips first:
type in /list which lists irc channels and its topic and the number of users
type in /topic <#channel> to view the topic and triggers
type in !help and/or !rules to read the rules and contents of the channel
type in /server <server hostname> specify the hostname and switch to that server
type in /names <channel name> this shows the nicknames of all users on the channel
type in /whois <nickname> this shows info about the nickname specified
type in /away <message here> and write that you currently are not using IRC
type in /quit <optional: quitting message> Quits a specific IRC channel
type in /kick <nickname> <reason for kicking> to kick someone off the channel
type in /admin to display administrative details about the server
there are many more commands and by the way, if you see an '@' symbol in front of a nickname, that means they are channels ops.
and here are some channels:
#mangareaders@irc.mircx.com <--manga
#chuushin.rizon.net <--narutoCHUUSHIN
#db.irc.net <-- dattebayo fansubs.
And Daisuke also listed some very useful channels too.

nom the downloading will be as fast as your connection, if you're lucky, it will reach the max possible. Although if you've got a bad network setup, you'll be troubled for speed. But generally it's a lot faster than bittorrent, and it's sometimes faster than direct downloads.
daisuke is 100% right. Irc is cool and the Downloads are faster then both DD and BT. And It looks like.........well i dont want to spoil it. Lets just say that this is the best forum on the planet
