ahh jiraya seems like the guy who likes to put on the facade that he is a slacker.. but his love for the ladies is real.. i mean loving the ladies is all right... oh but anyways I think looking like a slacker causes people to not treat you seriously and that's their mistake. The point being I think he's a konoha man 100%. or he could have taken naruto whenever he wanted..
I don't just mean by brute force.. you can just trick naruto.. it has been done pretty easily throughout the series.
