I think Kishimoto makes Jiraiya to the information gatherer. He needs his position in the Naruto story^^..I mean he can not be a perverted hermit only lol. While Naruto trains..and Sasuke does his thing..Jiraiya gathers Information about all the stuff.
But it would be cool when we would see his sources and how he gets them and where.
