Haku. No one will ever get better. With the ability to perform seals using only one hand, he can execute two simultaneous arts (possibly multi-elemental). Plus, in his whole career as a missing nin, he's never taken one life. All he does is put his enemies to sleep. How precise can you get?
Too bad his master's an ass.
