Huh. I'm trying to put three and one together. I haven't a clue what I just said, but here's what I was TRYING to say.
Where are you from? Japan? America? Phillipines? Other? I'm, umm, umm, American, right? (I was actually trying to say I'm IN America, so that's a half-true statement.) What time is it there?

Hai, you're right! You could say desu ne, but it sounds even better to say Amerikajin da ne? (usually used for casual by guys but the gender thing is overatted lol)
(to say you are probably american) Amerikajin deshou?. If you're really sure that you're American (lol) say Amerikajin da yo!

If you you want to say what time is it now? It would be ima nanji desu ka?
