um lets see i'll just explain from how we played at village brawl fc and add a few rules here and ther.



thers an attack phase and a defense phase. the judge can decide who goes first or they can decide, usually no problem here.

attack phase: rules for the attack phase
1) the player can use their ninjas to : set up an attack (like charge chakra), initiate an attack( like use handseals and cast a move, or for example "i use half of my group , they pull out kunais and jump towards the enemy group in a 'v' formation"), or anything related to that (such as summoning something or activating a bloodline limit)

defense phase: it becomes the next players turn. after he sees what the first player did on the attack phase he comes up with a move to counter it. for example the first player attacked with a group of ninjas that used 'katon-fireball jutsu' , player 2 (in defense phase) says:" i separate my group into a box formation and they use 'fire protection-jutsu" . you'll probably have to explain what kind of jutsu it is, the effects of it, and stuff like that.

side notes: the judge figures out how strong the jutsu is and explains damage and how much chakra it consumes. this is so the game will be balanced and fair

3) after the judge says the results of the attack on the defense phase it is player 2's turn to counter attack. he will do step one and then player 1 will in turn do a defensive phase. and it continues in a cycle like that

so something like that , rules can be changed tho so give some opinions
