Perm banning is a punishment for something against forum rules. If you don't like him (or rather NL as a whole) it would be funnier to just create a user group for him that has little to no privileges. Let him post in the/anime based forums like normal, but (being a social nuisance) disallow him from the Spam Zone. Doesn't have to be permanent, but its not banning persay, but it gets the job done.
