I think she was in love with him..i think he also had some feeling for her..remember in the sannins fight when he was going to kill naruto with his sword and tsunade proticted naruto by taking the sword on her chest..he was so surprised and said "tsunade..why did u did that?..u know ur the only one here i never intended to kill"

maybe am wrong..but there is no way she loved jiraiya..he said that him self many times..that tsunade refused him..she only loved him when he went to fight pain on his own.
