Hey, be careful about posting spoilers. They're not allowed in this section or the Naruto Anime section. Keep them to the Manga section, or within spoiler tags.
But to answer your question:
Yes, Tobi and Madara are the same. Technically, you could say Madara is Tobi instead of the other way around, since Madara created Tobi as a guise for himself.
