As the Mizukage of the darkest & deadliest village, I doubt even the Jounins of the village recognize their Mizukage...
Maybe all the Mizukage do is just sit back, watch the villager kill/rape each othe with champagne bottles all over the place...
and worse, maybe the Mizukage's chosen by a fight between Mizukage and the best Jounin...
If the jounin could kill the Mizukage, he'll become the next Mizukage...
