The way you put it, "American's" indicates that you're identifying the possession of an individual person that is American. Like "I like that American's hat." And to put an apostrophe after the s, "Americans'" would be indicating that you're identifying a possession of a group of Americans.
Apostrophes are almost always used to indicate possession unless it's used in a contraction.
