If someone was never shown or known for using a element then he doesn't have it. If it's not even remotely hinted at in the manga then it doesn't exist. If you think Oro had 2 or 3 elements then that's just your opinion. I could say sakura has a penis, but there's no proof of that.
Kakashi did say that
most jounin learn a 2nd element, but there are always exceptions to the rule.

Well one possible theory is that Oro could use the elemental type of the body he took over. Similar to how kakuza could use 5 elements by taking a heart of someone who had those 5 elements. For example Oro was wind natured to begin with, so lets say he takes over the body of someone who's naturally earth natured. It would be easier for him to then learn earth techniques, because that's the bodies natural element. If he had managed to take over sasuke's body he would been able to use lighting and fire elements. Would he still retain the wind and earth abilities/jutsu's of his former bodies??? I don't really know. He would definitely retain the knowledge of how to use them, even if he didn't have the ability to. In the end knowledge was all he was after anyway. Someone like the mizukage would have been a gold mine to him. She has 5 different elements (2 of them being kekkei genkai's). He would have loved her body. That's my opinion anyway.
