People need to realize that this is another world where they live another life. Plenty kids in each village are orphans. Kids can even become killers as soon as they are capable, like Itachi and Kakashi already being ninja well before their teens. Jiraiya had his own life and knew that Naruto would be protected by the village due to Sarutobi, so Naruto didnt "need" Jiraiya until Jiraiya entered the picture. Kinoha definitely has a plan for taking care or orphans, maybe an orphanage until kids reach an age, maybe 5, where they can pretty much take care of themselves. Ninja, especially great ninja like Jiraiya dont just give up their goals because their god son doesnt have parents.
When Tsunade developed her fear of blood, she no longer had much, if any value as a shinobi. Tsunade left the village because she no longer had a purpose there with that disorder and was probably embarrassed about it since she was supposed to be a Sannin. Even if Naruto was her grandson, the higher ups were not going to let her take him if she wanted to, and she was likely such an emotional wreck that she wouldnt have wanted to.
Tsunade can use lightning. She attempted to kill Orochu with just the chakra in her hands if Kabuto had not stopped her. 1 punch from her could kill even the strongest ninja, and she can heal herself, and she has war experience and wisdom. Tsunade is the shit, even offensively. Tsunade is Kage level in strength and other Kage related, top level capabilities.
