Have any one watched the "Forbiddin Kingdom"
What if Tobi is part of Madara, released to free him later. Just like Lee released his hair which looks exactly like him. Madara, when he lost against the first at the last moment did something familier which is in the form of tobi. This Tobi was suppose to bring Madara to his full self again by gathering the Bijuus for a special ritual not necessarily sealing them in Madara.

The Kyuubi is a special case for ressurecting the real Madara. May be Tsunade found something out that's why he told pain that they will never get what they wanted most. which is the Kyuubi
