If there's a lot of people participating, then whether or not they have kids watching doesn't really mean anything. They might not have said anything because they were scared, or whatever. Also, regardless of having someone designated for it, it's safe to assume other people saw and didn't do/say shit about anything.
It's impossible to know what measures the school was taking to avoid it because they won't say anything.
