If you ask me Kishi is barring summons for the same reason Naruto didn't bring out bunta against Sasuke in the vote. What would be the fun in that ?

So few people can handle summons, it would be a rape really unless Kishi fodderized them much like he is currently doing to the edos. If I recall ( Not sure If I'm right ), Konoha nin were getting their asses kicked by Oro's regular giant snakes before Jiraya summoned that dual blade wielding frog on top of it.

So yeah, summoning would be a bad idea at this point. Kishi is also going for a more personal approach to the fights by injecting emotional aspects into it, which is failing miserably.
