No, it's made by the same mangaka since the beginning, he just changed his artistic name when the series got popular. And, to be honest, I don't know any major manga series having multiple authors outside of having a writer and artist duo, although that might change for many long-running series (Berserk comes to mind).
About Hajime no Ippo, I can't bring myself to continue to read it, I tried but its pacing is atrocious to me, it's like Stephen King's writing on steroids.

I think Hajime no Ippo will probably last 2000 chapters. Ippo still hasn't fought outside Asia, and Takamura has only acquired 2 out of the 6 world titles he wants.

Wouldn't that be 3000 chapters, considering 2 titles out of 6 and the manga already has more than 970 chapters? Sheesh, I'll be a grandfather by the time it ends.
