This chapter doesn't say the mysterious figure is working for CC. For all we know, this figure could've arrived unnoticed shortly before.
And, although Vegapunk is said to be a nice guy, more it's said he's a scientist beforehand who knows very well what DF is all about. I wouldn't put past him to know somehow how to debilitate DF users without the obvious seastone cuffs.

I thought this too. Monet is too amused with the mysterious guy for it to be a coincidental encounter and top that with CC not being in the lab.
