I asked using haki not their devil fruit abilities. I know Haki is a different source of power. Busoshoku Haki could easily help him out here.So it not being directly connected to DF abilities why can't they use it? I understand they weaken with sea stone but Luffy does not seem to be getting heavily drained as we normally see from him. Plus Franky just being tied up with chain is nothing...he's A SUPER ROBOT!
