You are correct...
Turns out that danzou was just Oro and kabuto's prototype and madara is the finished product... an uchiha who has been completely fused with hashirama's cells for a perfect hybrid...
and apparently the full power of hashirama in madara is what was able to take the EMS to RG...
The Hypothesis was that if the full power of the elder son of the sage (the Eternal MS) was ever reunited with the full power of the younger son of the Sage (hashirama's power)... then the power of the sage would be created from the union... the RG!
However, I guess they could not find a way to unite the two halves of the sage until they figured out the secret to the uchiha's body which is also written on the tablet at the naka shrine...
