Because Kakashi doesn't have access to that dimension like Tobito does. It's a sharingan haxx where the eye Tobito has can put himself and other people into different dimensions, while Kakashi's eye can send other object to a different dimension. I'm the most unschooled person when it comes to keeping track of all this sharingan crap, but even I know one eye has one haxx the other has another haxx.
