I think it's right there on the back side of reverse mountain. Everybody knows that's the main entrance of the grand line, but has it also occurred to anyone that if you make it all the way through the new world you'll arrive back there.
So I can see Roger making his way up to the very top of the mountain after his journey and from that height being able to look in every direction at all the oceans. The feeling of coming full circle is very sentimental. It also explains why Crocus decided to live nearby at the lighthouse. He might have intentionally stayed there to look after One Piece.
2 other things to think about. The Red Line is said to be nearly impossible to climb. That's why Fish Tiger climbing it at Mariejois is such an amazing story. Being able to climb it at the end of the NW however should be WAYYYYYYYY more difficult. Who knows what added dangers and crazy weather they might have to endure while doing so. It'll be absolutely insane. Also we all know that in the end Brook and Laboon will meet back up. What better way then to have them pop right back over reverse mountain and land right there beside him at the Light house. It'll be one of those "WTF that was epic" moments.
