Obito never said Kakashi was responsible for Rin's death only that he let her die. Basically that Kakashi broke his promise because he wasn't able to protect Rin.
It's an obvious ploy at blaming the world for your own problems & lashing out at everything around you because of your unwillingness to accept the faults within yourself. It even plays into why he feels the need to always wear a mask. It's because he's ashamed with himself like being unable to look yourself in the mirror because of gilt or something.
So yeah it actually does make sense that Obito would mistakenly kill Rin & eventually go crazy because of it. It's still stupid as hell but whatever.
