It would be better suited to Kubo, but that just reflects on how shit Bleach is.
I'd disagree with Toriyama though. The afterlife was a running theme throughout Dragon Ball and using a magic wishing dragon to bring people back to life is pretty logical - that's 90% of what most people would want. Resurrecting basically everyone in Naruto has no thematic association and it's completely unlimited now - at least in DB they had to gather the dragon balls.
