he doesn't ? guess having top brass of the marines looking out for you growing up with the pirate kings son your father being the the leader of the rebels or having one of four great pirate emperors of the new world as your mentor doesn't count as cheats now a days. The list goes on and on Luffy has a ton of things going for him do u really think someone that is not Luffy has any chance of being pirate king ?
Every character gets plot devices to achieve the goals of the writer that just the way it is. When u get right down to it they are in a way cheats that allow any given character to have a plot path to the goals the writer have for their story.
