i like the idea of croco being jack but i am inclined to think that kaido is jack, because

the other guy says its gonna get messy if he gets involved. so it can be kaido's subordinates and since (maybe*) he is the one yonko who is using cc for the artificial df's, he could get pretty mad at what just happened. Its just circumstantial but it does add up.
