Even though they make a big deal of how Hizashi's death was the defiance of destiny because he (the branch family) chose to sacrifice himself for his brother (the main family) when Hiashi had no intention of doing so? The exact same way Hinata had no intention of having Neji take the bullet for her?
Neji didn't have any development in Part 2, but that doesn't negate that he has had development. His development was driven by learning that his father
chose his fate instead of it being the will of the main house.
