I would think ANBU has scouts that get put on the various teams from time to time to see which ninja are good enough to join. I think they are looking for key things like fight style, jutsu arsenal, mannerisms etc... because ANBU are all about stealth and efficiency not everyone have those qualities. Once the scouts notice someone has potential they bring the name to the ANBU leader and the leader sets up a deeper investigation into the potential of the ninja if he/she thinks said ninja has the qualities needed to make a good ANBU the ANBU leader then takes the potential ANBU's name to the hokage to formally fold said ninja into the ranks of ANBU.
