As a goofy, pirate, comedy, mechanism to draw young viewers into loving specific characters, and add to the marketing boom, OP does all that is supposed to, but like some said before, it isn't perfect.
Naruto is as disappointing in the realm of ninja as Bleach with soul reapers. While some characters have imagination, and some of the battles and power ups are fathoms better than anything in OP, the storyline, plotholes, and need to make Naruto Jesus has each become like anchors, chapter after chapter, bringing th entirety of the project downward toward hell, and occasionally theres something cool or interesting to buoy the wrecked ship before the big disappointing end thats a coming. Does a story have to be pristine and perfect, no, but in Naruto, sometimes the flaws bump into other flaws, and then we'll just skip to something else with the usual authors 'Fuck it' drawing pen.
