Kishi is using repeated rivarly tones so younger readers can make the parallels, and connections, to Sasuke and Naruto. More importantly how the past repeates itself in the future and you can learn from history.

I hope Sasuke and Naruto surpass the older generation not with powerups but by working together to end the war. I suspect that when the war is over they will still be rivals though. Sasuke more than likely will come to a conclusion that he will help end the war, but the village system must be destroyed. Naruto believes the village system breeds war, but he isn't willing to go about it the same way, and will choose a more peacefull path. So, they will fight over how to break down this system. Both may end up having the same overall goal, but different ways of going about it.
