I thought he meant there is no need for Hashi to worry himself over the world of the living...they are dead shinobi assembled through dirt and dust. If this world is meant to be spared it will be by the hands of the living shinobi...if they can't manage to handle their own fate..why should the dead worry about it? Hashi was trying to get Madara to understand his colleague was attempting to destroy many precious lives and start his end game towards the moons eye plan...Madara is not holding him at bay..he is simply enjoying his fight with his friend/brother..Testing his combined might against the former strongest shinobi.
